City of Rose Hill
The City of Rose Hill has been a long-time Lee Media Group client, relying on our team for multiple website and marketing projects as needed over the years. Recently, we completed a custom website for the City of Rose Hill, successfully implemented a Lead and Copper survey project, and provided graphic design, videography, and paid ad services to recruit new officers for the Rose Hill Police Department.

The City of Rose Hill has contracted with Lee Media Group for two separate projects during the past two years. Lee Media Group has successfully upgraded our entire website. We are very pleased with the results and it has become much more interactive with the public and more user friendly.
The second project is developing a campaign for completing the Lead and Copper program as mandated by EPA/KDHE. Lee Media Group developed a program for education, on-line survey and direct marketing. We are so far ahead of other communities in gathering the required information from the public without hiring more expensive consultants to conduct the campaign. Lee Media Group developed information boards, newspaper advertising, direct mail to the customer (including progressive messaging through each mailing) , plus developing the on-line survey and the QR included with each message. We achieved over 70% response to our survey from over 1500 customers. We are very pleased with the efforts of Lee Media Group in this campaign.

The Challenge
- Confusing menu and navigation with messy, scattered content
- Outdated design, previously built on Wix, which was not mobile-friendly and difficult for staff to make updates
- Buried PDFs and forms that were not user or search engine-friendly
- Forms were not fillable online in addition to be hard to find for users
The Solution
- Custom website design with vibrant colors, simplified navigation, and drastically improved responsiveness
- Content overhaul featuring a Help Center with easier-to-find utility information, announcements, and permit information
- SEO improvements throughout the site, including a Reorganized Document Center offering detailed filters and suggested common keyword searches for users to easily find Forms, Meeting Packets, Resolutions, Ordinances, or Archived documents
- Simplified, user-friendly navigation, including a Help Center for City information or bill pay
- Built on WordPress for staff to easily update content, updates, announcements, or forms
Before & After
Lead & Copper Survey
In 2024, the Kansas Department of Health and Environment (KDHE) required water suppliers to submit surveys to identify and remove all lead pipes in the drinking water system. The City of Rose Hill needed to raise awareness of the importance of taking the survey and to provide an easy way for citizens to complete it.
They came to us needing marketing services to help spread the word about the health risks involved if citizens failed to complete the survey. They also needed an online form for citizens to quickly complete the survey by the required due date.
After meeting with City staff to outline goals and deadlines, we quickly went to work! Our team helped reach their survey deadline through:
- Web development – New Lead and Copper Survey landing page featuring easy steps for citizens to locate, identify, and quickly complete the survey online
- Graphic design – Custom website landing page design and a variety of collateral, including posters and postcard mailers with QR codes leading citizens directly to an online survey
- Copywriting & SEO – Simple messaging and call to action on collateral and a landing page featuring easy-to-follow steps, form, and FAQs for users
Rose Hill PD Recruitment Campaign
The Rose Hill Police Department serves a small town and offers big benefits. Despite their recruitment efforts, they were struggling to hire new officers. They came to us in need of website and marketing services to showcase their benefits and community involvement.
After meeting with Chief Parlier and RHPD staff to understand their goals of creating awareness and receiving qualified applicants, we implemented these services to help:
- Website updates – Improved online form and restructured content layout on the Rose Hill Police Department website page
- Videography – Created a recruitment video highlighting the RHPD’s commitment to the community
- Paid Ads Campaign – Implemented a targeted digital ads campaign that reached over 55,000 individuals and drove more than 5,700 visits to the recruitment page, successfully connecting the Rose Hill Police Department with potential new candidates. The campaign delivered:
- 87,289 impressions
- 55,410 people reached
- 5,722 landing page views
